Confused About the Home Renovation Savings Program?
We can answer your commonlly asked questions.
No. The home must be a single detached, semi-detached, town house, or mobile home on a permanent foundation. The home must also have at least 6 months of occupancy; new home builds do not qualify.
The program is open to Ontario homeowners who have not received nor expect to receive a rebate through past programs offered by Enbridge or the IESO’s Save on Energy brand. The rebate must be submitted on behalf of the homeowner.
Tenants who rent cannot apply for the rebate themselves, but the homeowner can apply for that home that they use as a rental property. The homeowner must be the one responsible for paying for the purchase and installation of the heat pump system and sign a participation agreement.
Once the heat load has been completed and all necessary forms have been submitted, approvals should take 3 -5 business days.
Allow several weeks to receive the cheque from the HRS program once the necessary documentation is received and processed.
No. The heat pump must be a cold climate rated heat pump (ccASHP) that is listed on Natural Resource Canada’s (NRCan) qualified product list. The heat can be central and use your existing ductwork or be a multi-head ductless system for homes without ducts.
Note that the system to be installed and rebated must be capable of distributing heat throughout the entire space in the home, including the basement (if applicable), and capable of operating year-round. It is important that qualifying equipment is installed.
Yes! This is known as a hybrid system where your heat pump will provide heat through electricity most of the time, but in periods of extreme cold, the gas furnace will add auxiliary heat to keep the home warm.
No! HVAC contractors must be approved in advance to be a part of the HRS program. This helps ensure the heat pumps are installed professionally. This also protects you from less than reputable contractors.
It does. You must pay your contractor for the heat pump installation upfront. Rental, lease and lease to own programs are not permitted. You are permitted to use a financing company to pay the contractor.
First, meet with an approved Home Comfort Product Advisor to assess your home’s current heating setup. You will then need to have a Heat Load completed to determine the optimal heat pump size for your home. They’ll need pictures of your existing equipment – including the rating plates to submit along with the quote they give you for new equipment and your signed Participation Agreement.
Once that’s approved, the installation can begin. You’ll get a cheque in the mail for the rebate amount directly from the HRS program. You need to pay your contractor in full for the equipment and the installation according to their terms and conditions; the rebate does not go to them.
Important
- Most homes are sufficiently heated with a 2- or 3-ton heat pump
- A realistic rebate expectation is $1,000 to $1,500 for those heating with gas now.
- For homes heated with electricity, propane or oil, you can expect a rebate of $2,500 to $3,750.
- A proper inspection by a trained energy advisor using the NRCan heat pump sizing tool is the first step to determining the right size heat pump for your home and what size rebate you are eligible for.
- You cannot replace an existing heat pump and qualify for the program.
- You can not add to the HER or HER + program that you may have applied to in the past.
- Only homes heated with natural gas, propane or oil (furnaces or boilers) or electricity (baseboards or electric furnaces) are eligible for the HRS program rebate.
Watch Out for “Foot-in-the-Door” Pricing Tactics
Beware of companies that offer “Foot-in-the-door” pricing, a sales tactic where a seller advertises an unusually misleading offer to attract customers (get their “foot in the door”), only to add on fees, taxes, and mandatory accessories later, resulting in a much higher final cost. Plus, they offer rebates that the customer will never receive.
